The council discussed whether sign language should be allowed to count for the language requirement. A subcommittee was formed which discussed the issue further and presented a report to the full council The council voted not to include sign language on the basis that the language requirement required students to learn about another culture by gaining proficiency in four of the five areas: reading, writing, listening, speaking, and culture.
The council discussed and established the process for the proficiency examination in a foreign language not taught at Northwestern, as well as the process for substituting the Weinberg College foreign language requirement due to a diagnosed learning disability. The Proficiency Committee currently oversees both.
